Furnished tourist accommodation

What is furnished tourist accommodation?

"Furnished tourist accommodation" is a furnished house, villa, apartment or studio, for the sole use of the rental client, available to visiting clientele who may use this accommodation for a temporary stay of days, weeks or months (maximum of 90 days) without making it their permanent residence.

How do I declare my furnished tourist accommodation?

Furnished tourist accommodation must be declared, whether or not it is classified, unless the accommodation offered is the main residence of the landlord for a minimum of 8 months. 

The landlord must make the declaration at the town hall of the municipality where the property is located, using the form CERFA n°14004.

Any change to the information provided (regarding the landlord, the property, the rental periods) must be notified by making a new declaration at the town hall.

Please note: if no declaration has been made, the landlord may be fined up to €450.

In the towns and conurbations which have decided so by deliberation, all tourist rentals, whether these are a main residence or second home, must have a registration number.

In addition, in communes which have put in place this system of registration, anyone offering furnished tourist accommodation for rent which is declared as their main residence cannot rent it for more than 120 days in one year, with the exception of professional obligations, health reasons or force majeure. (law n° 2018-1021 of 23rd November 2018).

Why should I classify my furnished tourist accommodation?

Independently of the various commercial classifications that exist, furnished accommodation for tourists can also make use of an administrative classification as furnished tourist accommodation.

In the same way that other accommodation is classified (gites, hotels, etc), the classification of holiday rentals as furnished tourist accommodation makes it possible to certify a level of quality for clients, and to optimise your property.

In practice, the classification of your property provides it with the guarantee of a third-party organisation which will have assessed its level of comfort and service.

The classification is therefore a measure of quality which can facilitate its rental. 

 

What is the procedure to classify furnished tourist accommodation?

The landlord (or his representative) has to arrange for a visit to his property. This can be done by contacting an organisation chosen from the list of accredited or registered organisations.

Within a month of the visit to the furnished tourist accommodation, the organisation sends an inspection certificate which comprises of 3 documents whose formats are specified by the updated decree of 2nd August 2010 published in the legal gazette of 8th May 2012 :

- the inspection report;

- the inspection table duly completed by the evaluating organisation;

- a proposal for the classification decision.

To gain a classification, it is essential to achieve at least 95% of the mandatory points and enough of the optional points in the classification you wish to obtain.

The inspection is carried out by a specialised agent who will check all of the criteria. The calculation of total points at the end of the inspection will dictate whether or not the property is awarded the desired number of stars.

 

What are the different potential classifications?

The voluntary classification system has five categories, from 1 to 5 stars, which are valid for 5 years.

The decision on which classification is awarded to furnished tourist accommodation is determined by examining criteria defined in a table of classification created by Atout France and approved by the ministry of tourism. 

The classification table contains 133 criteria divided into 3 sections: equipment, client services, accessibility and sustainability.
